Swain, Billy Frank's Obituary
Billy Frank Swain, a man whose quiet strength and gentle dependability became the enduring foundation of his family, passed away on May 9, 2026, at the age of 88.
Born on December 22, 1937, in Mohair, Texas, to Ruby Smith and Savali Swain, Billy’s life was a beautiful testament to hard work, steadfast dedication, and the power of simply showing up for the people you love. As a young teenager, he journeyed with his mother to California, a move that blended his deep Texas roots with a resilient California grit.
Billy believed deeply in the dignity of a job well done. He dedicated 36 years of his professional life to the Los Angeles Unified School District.
Beyond his career, Billy found his greatest peace in the simple joys of life. He was an avid fisherman who treasured time casting his fishing pole, sharing stories, down home blues music, good food and building an unbreakable fellowship with his fishing partners.
In 2000, Billy relocated to San Diego with his true partner in life, his wife of over 36 years, Edie... affectionately known to each other as “Stuff”. Together, they built a home defined by constancy, devotion, and a quiet, dependable love.
Billy’s legacy of quiet dignity continues through his beloved wife, Edie Mae Swain; his lovely daughter whom he loved dearly Doris Robinson; and his stepsons, whom he embraced and loved completely: Khieem Jackson, Carnell Martin, Patrick Martin, and Andre Jackson. He will also be deeply missed by his grandson, Randy Robinson who was the apple of Billy’s heart and joy, his other precious step-grandchildren, step great-grandchildren, and a wide circle of extended family and friends.
He leaves his loved ones safely anchored by his memory.
A Celebration of Life will be held on Sunday, June 7th at 10:00am at Greenwood Memorial Park and Mortuary located at 4300 Imperial Avenue, San Diego, CA, 92113. Following the service, Billy will be laid to rest at Greenwood Cemetery at the same location.
And a celebration of life reception immediately following at 1pm. In lieu of flowers, the family kindly requests that donations be made to the Wounded Warriors Foundation or that you honor Billy’s memory by spending time fishing with someone you love.
