William was born in Humboldt, Nebraska on November 23, 1940 to Ella “Lorraine” Philpot and Richard Jarrett. In 1958, he graduated from Pawnee City High School in Pawnee City, Nebraska, and enlisted in the Navy. William served over 11 years as a radarman on numerous vessels. A Vietnam veteran, he wore his unit designations with great honor and pride. He received an honorable discharge and remained in San Diego, California. William continued his life of service by working at Convair, San Diego Police Department (dispatcher) and San Diego Harbor Police Department (police officer) where he retired. Afterwards he became a self-employed technology consultant. In his later years, you could find him volunteering in the school garden and classrooms for the Santee School District.
William’s commitment to his family and friends was exemplary. When he married Frances he became father to her six children. He was a devoted dad who taught life lessons, provided and made great memories. As you would expect William continued his legacy with Donna and her four children. He was the best Grandpa to his grandchildren and would drop everything he was doing to help, listen, have fun or go to Sonic. William also took care of his mother Lorraine who came to live with him and Donna. He admired and loved his brother Larry and shared many stories of their childhood.
William loved his home that was surrounded by roses and proudly raised our nation’s flag on a daily basis. He stayed connected with his Class of 58’ classmates and his Navy brothers. You could find him working on a DIY project listening to big band music in his overalls and straw hat, enjoying life and always willing to lend a helping hand.
William also known as “Conlee”, “Bill” or “Fritz” will be deeply missed. There was no one like him.
Funeral arrangements are scheduled for a graveside service on August 14, 2023,
